Confusing mask requirements

I am sure I am safe when I am home alone and not wearing a mask. Otherwise, the new mask wearing rule that has a $100 fine connected with it has me puzzled.

I walk in areas where not many others are. I do not wear a mask unless I see someone coming towards me or hear someone coming up behind me or pass folks sitting and eating outside a restaurant. Am I setting myself up for a $100 fine? Also, I find it hard to imagine eating outside a restaurant while wearing a mask.

I believe the new rule requires some clarification.
